Browning Starts The Process of Taking Over Animal Control

News Channel Five recently took an in-depth look at how the city of Browning is facing a cultural dilemma over animal control on the reservation. With hundreds of dogs roaming the streets each day, some citizens have become very concerned for these animals. And since we visited Browning, some progress is being made.

A group of citizens have come together to ask the new mayor, Lockley Bremner and the town council to help them bring a local chapter of the Animal Humane Society to the reservation.

One of those behind this effort is Darrell Kipp, a longtime resident of Browning who is helping Bremner during his first year as mayor. He says, over the years the city would back out of animal control because of a lack of funding, and that is not acceptable.

Now Kipp and others are hoping to establish a Humane Society shelter that would focus on adoption, rather than euthanizing animals. Their goal is to gain the approval from the city, state, and tribe in getting a new shelter up and running.
